Pre and Post-Construction Survey
As of November 3, 2008, the City of Toronto requires a Vibration Control form to be completed with any application for construction or demolition permit. The requirement is stipulated in By-law No. 514-2008 that amends the City of Toronto Municipal Code Chapter 362, Building Construction and Demolition.
Additional steps are required when construction or demolition includes activities such as blasting, deep foundation, large scale soil compaction, construction within the water table, or any other activity that has a potential to cause vibrations that might have impact on buildings or structures beyond the construction site. In any of these events, some of the following steps are required:
A preliminary study, prepared by a Professional Engineer, who will prepare a plan that shows the construction site, adjacent properties, and the influence zone. The plan should also show any buildings that have been designated under the Ontario Heritage Act.
Pre-construction monitoring program should be established if the vibration influence zone is predicted to extend beyond the legal boundaries of the construction site. The program should be prepared by a Professional Engineer and will include a pre-construction survey consultation, pre-construction measurement of the background vibrations, pre-construction inspection of the adjacent building or structure to document their current condition, identification of mitigation measures, and preparation of a monitoring program.
